This board allow you to easily control high power motors, like a household fan. You can connect microcontroler signals to the RJ45 input, and a Variable Frequency Driver (VFD) to the male headers, and that way make the motor start/stop and control the speed.
The connector exposes signals for start-stop, speed control in analog or digital way (RS485), and returns signals that informs a fault conditions. It also has an imput to connect a hall sensor to have accurate information about mechanical motor speed (i.e if slower under high load). The board also exposes RS485 signals to continue any chain present of your system.
